Root permissions

Dear Ladys and Gentlemen,

i have seen a lot of questions to your email address
in the internet, so may i ask you something too ?

We are usig Digital Unix 4.0B and have about 6
Systemmanagers who administrate the systems and
need root permissions to shutdown system, add disks
in advfs domains and so on.

What we want is to give each person an own user-Id
with the same trustees as root, but all the actions
these users do should be written to an individual
, secure protocol file which belongs to the user-id or
an gerneral file with the ids in front of it.

Is it possible under 4.0B to create User-Ids with
the same permissions as root and create such log-files ?
