Original question posted below.
Thanks for the responses from Tom, Mark and Jagadeesh who suggested that
the ELS10 had not been configured or perhaps misconfigured (this still may
be the case). Cabletron is still trying to figure out what may be the
problem.
It appears the error is associated with something on our WAN and can be
blocked by routers if you can determine who is generating incoming packets
from outside (Broadcast) which in turn, generates invalid responses from
the ELS10's.
So, as yet, there is no definitive answer to our problem, but we do have a
workaround.
