telnetd-problem

Dear Manager:

We have a DEC-Alpha 2100 running DU4.0. Today the telnetd daemon is
popped up like crazy. More than 60 telnetd processes are running now
which prevent people login. Is this a problem that someone on a client
was not disconnecting properly or is this a problem on 2100. I
appreciate any help. Thanks.
