According to DEC this must be fixed through the /etc/sysconfigtab
file, by adding the following entry:

pts:
nptys = 655

Apparently this can not be altered in the kernel configuration file.
If you make the change there and try to build a new kernel, it bombs.

The nptys number of 655 provides and additional 400 pty above the
default of 255 ptys.

Sorry for taking such a long time to post the summary, but I have not
been able to completely verify this fix. Maybe it will help someone
else who can do a true verification at some point.
