Internet AlphaServer: public directories?

I've installed Netscape FastTrack Server 2.01 on my
AlphaServer 4100, and I'm trying to configure it in
such a way that the outside world can access user's
web pages using conventional unix URL:

http://my.server.name/~user_name

However, it doesn't work without the IAS port number,
so to access someone's page it actually requires:

http://my.server.name:8081/~user_name

I tried to change the IAS port number from 8081 to 80,
but it conflicts with some other application; I wasn't
able to figure out which one.

Is there any way to get rid of this 8081 in URL?
