HELP!

hi!

we are running enhanced security mode in our dec osf/1 ver4. here's my
problem:

        1. Got a Terminal Disabled error in the console this morning.
           there was already a discussion about this error previously and
           apply the solution mentioned. It was advised to edit the ttys
           in /etc/auth/system for t_failures#. Unfortunately there was no
           entry in the ttys but there was an entry found in the ttys.db.
           So i edited the ttys.db instead. I was able to login to the
           console after that but when i try to login again, it fails.

        2. Can't rewrite terminal control entry for :0 is the next error i
           get when i try to login again.

        the current owners of the /etc/auth/system/ttys and ttys.db is
        auth and the permissions is -rw-rw-r--
