mh popd won't start

Help!.... I killed the mh popd.
I try to restart it and it dies with an exit 1:

# /usr/lib/mh/popd -p 110 &
[1] 1530
#
[1] Exit 1 /usr/lib/mh/popd -p 110

I've had trouble starting it before. It acts like the socket's busy.
lsof shows nothing. I've even rebooted. What do I do to get this balky
