Alphastation 255, Waiting for ew to start, du 4.0b

I installed DU 4.0b on a second disk on our Alphastation 255.
The first disk has the original factory installed 4.0a.

After shuttind down 4.0b, it gets into a "waiting for ew to start"
sequence that goes on indefinitely. DU 4.0a shuts down fine.


Here are the details.
Shutting down from (not sure of case of characters...):
      4.0a 4.0b

  CP Save_term routine to be called
  CP Save_term exited with hlt_reg = 1, r0 = 0000000.0000000 [or some # zeros]
  Halted CPU 0
  Halt code = 5
  Halt instruction executed

---- up to here it is the same ---- then:

  PC = FFFFFC00004E7C90 PC = FFFFFC00004FF290
>>> waiting for ew to start
                                             waiting for ew to start
                                             waiting for ew to start
                                             waiting for ew to start
                                
This "waiting" goes on indefinitely. I have to reset or powercycle
to get it back to the >>> prompt.

I didn't find anything in the release notes about this. What
is different between the two systems and how can this be made to
not happen. I included the data above on the chance it might be relevant.
