fortran executables not accepting <cntrl>c

Fellow managers,

DEC Fortran, v3.7 and 3.8
DEC Alpha 3000/600's _at_ v3.2x

Our users notice that their compiled fortran programs will not respond
to a <cntrl> c when running interactively. They will also not respond
to a "kill %x" when running in the backgroundm though they can be killed
with the "kill -9 PID#". This behavior is seen in csh, tcsh, and ksh
shells so most likely it's not a shell thing.

We don't see this with the same fortran codes compiled and run on IBMs
running AIX. Is this a DEC Fortran compiler option setting?
