Permission denied on outbound telnet???

Just got a new alpha running 4.0b. Configured C2 on it and started trying
to configure the network... it's on a fddi ring and I have all the
appropriate incantations right (ip addr, mask, def route, dns stuff) but
when I try to telnet OUT of the machine, I get permission denied... any
comments on this? nslookup won't talk to my nameserver either.
