I got what is clearly the definitive answer asap, or sooner
from Kevin Oberman at Berkeley Lab:

>This is a Sun problem. If you have the pax tool, it can read the file
>just fine. It is often aliased to ustar and is in the /usr/5bin
>directory. (I think it's Unix Standard Tape Archive.)

>If you run it as pax, the command line is entirely different. ustar
>uses a command line identical to tar.

>Alternatively, you should be able to manually create the directories,
>but I have not actually tried this. (The X11 distribution has the same
>problem and I just installed X11R6.3 on my Sun.)
