problem: oracle connections eating cpu

Fellow managers,

I am having, what appear to be idle, oracle connections eat
7% cpu time each. Netstat shows bursts of collisions on the
network. Overall netstats show 1 collision to 4 packets.
My server is segmented from most of the user community and
traffic should not be a problem from other servers on the
network.

Our network services department ran a sniffer trace on the
box and found that the TCP/IP connections are being forced
to lock their TCP window size to around 8k.

They (network services) don't suspect a bad cable, card, or
switch port. They suggested that I somehow increase the
network connection's buffer size on the system.

How would I do that? Any other ideas?

My system is an Alphaserver 4100 5/300 with 1-300mhz processor
and 768MB RAM, DU 3.2g and a DE435 Network card.

I have been unable to pin down our Database group to see if they
made changes to oracle.

I may be guilty here since I attempted to add a
modem yesterday (unsuccessfully) and that is another question.

How do you add a dialin/dialout modem to DU3.2g? I have the
uugetty running and I used the uucpsetup program to install the
modem. I can dial to it and get connected at 14400 but I can't
get a login prompt from the uugetty over the modem. The cable is
good and tested. (Checked that first).
