Answer is:

Known bug.
Use the pre-4.x version of rwhod.
(I tried the one from V3.2G, and it works)

Or: get DEC's patch for it. Someone said, it
is still in testing, another one already
received it.

Since the upgrade to 4.0B rwhod dies after running awhile on this machine.
On my second machine (an AlphaStation600/5 266, also 4.0B), there is no
problem with rwhod.

in /usr/var/rwho I found a corefile (coming from rwhod), dated at the time
when rwhod disappeared again.
...
dbx /usr/sbin/rwhod core
shows:
