SUMMARY: XDMCP query from PC running eXceed

I solved my problem by using the time-honored Unix way: RTFM-ing.
Unfortunately I had to purchase the correct FM -- "X Window System
Administrator's Guide" [O'Reilly]. There were a couple of problems.
1. The default xdm configuration file (for CDE),
/usr/dt/config/Xconfig.con, has per-user authorization turned on. The
eXceed configuration to use this set a display class of "HCLpcXserver"
and a key "xdmkey". By clearing those two fields in the XDMCP
configuration of eXceed, the login screen appeared.
2. eXceed needs to use DU 4.0b's font server to get at the fonts
needed by CDE. By default the font server is not started.
3. Even when the font server is running, there were complaints about
missing fonts. It turns out that DU's default font server
configuration file, /usr/var/X11/fs/config, does not include the CDE
fonts in the exported catalog! To fix, add /usr/lib/X11/fonts/cde,
/usr/lib/X11/fonts/cde/75dpi, /usr/lib/X11/fonts/cde/100dpi to the
catalogue.

Now everything is working quite well.
