dquot table is full

Here is an interesting one for everyone!

All of a sudden, some users were unable to use pine. The error was that
pine could not write to the mail directory. Then these same users (count
unknown at this point but could be close to 30) could not even copy or move
files. We have quotas on, but these users were not even near their quota.
The syslog was listing the error "dquot table is full" and after that every
ten minutes there was a "last message repeated" line with numbers in the
50's and even getting to the 100's. I turned quotas off and users were able
to use pine and such. I ran quotacheck and it came up with a few
inconsistences but nothing out of the ordinary. I turned quotas back on and
all was well.

And ideas as to what happened beyond an assumption that the quota table in
memory was corrupt? Also, what is the exact meaning of that error message.
