AltaVista Firewall and preventing access

Alpha-OSF Managers,

We recently installed AltaVista Firewall v.2.1 on an
Alpha 400 running Digital UNIX 4.0A. Using the
GUI interface, we've blacklisted pornographic sites.
However, it doesn't work -- users inside the firewall
can still access these sites.

I would appreciate any suggestions.
