Terminal is disabled

Hello alpha managers,

My system has become very unstable as of late. The system problem(s) are
addressed in a separate post. In addressing the system problem(s), I've
created a side problem.

To make a long, stupid story short. The console is now locked. All
attempts to log in at the console are met with an error:

Terminal is disabled --- see Account Administrator.

How do I re-enable the console? (I can still su to root and I can log in
on the console if I use the command line login option.)
