mkpasswd help

Hi,
        We have been using mkpasswd without problem for sometime now. Now when I do mkpasswd /etc/passwd
I get an error "can't get master for passwd file" We are not running NIS anyone know what is going on here ?

The system is running 3.2G and is a 3000 300.
