Setting quottas (UFS), UNIX 3.2d

 Hi all,
 
 I am trying to enable quotas for the first time in our Alpha Server but so
 far when I checking for the quota of an account X using checkquota I am
 only getting this result...
 
 X not found or not properly enabled for quotas in /etc/fstab
 
 I have performed all the steps given in Digitals Documentation that is
to..
 
 1 ensured that option QUOTA exists at /sys/conf
 2 edited fstab so that it now reads for the fs of interest:
 
 /dev/vol/rootdg/vol01 /data_disk1 ufs rw,userquota,groupquota 1 4
 3 used quotacheck to create the quotafile
 4 used edquota X to input the values
 5. turned quotaon
 6 used /usr/sbin/rcmgr set QUOTA_CONFIG yes to ensure that when the system
 boots it will check for quottas...
 
 Can somebody please tell me what have I done wrong? Is the fstab entry
 wrong?
 
 Also how can I restrict the quota to certain subdirectories within the
same
 filesystem? ie... assume that the same fs contains the email of a user and
 his/her webspace.. I would like to leave his email space with no
 restriction whatsover but have quottas in the web directory
