No, the protocol doesn't provide a way to do that. The best you can hope
to do is arrange that when leases expire the renewals are denied. I do not
know if ISC's software will do that.
He also highly recommends that people desiring a DHCP server for D/Unix
investigate the JOIN dhcp daemon supplied with DUnix.

Most systems (Windows I know for sure) have a hard time changing IP
addresses. For Windows clients using PPP/SLIP it is not a problem, but an
ethernet/tokenring adapter will almost always require a reboot.
In my case, I had changed the subnet of my dynamic address range, but PC's
with existing leases seemed to renew the lease of the old address. This
wasn't nice since I'd moved the network from a flattened, switched network
to a separate physical network off our CISCO router.
