The concensus is that my experience is pretty standard. We are negotiating
with our DEC representative to get this resolved.
Mandell Degerness summed it all up pretty well:
I have just gone through the whole exercise to find out what I need for full
client support.
Here is a summary of my understanding:
1) When you buy a set of client licenses, you are entitled to install the
latest version of the client software.
2) The client software kit must be obtained from somewhere, there are two
options:
i) one time purchase of the client kit
ii) client kit distribution service where you receive the latest versions
as they come out
Note: you generally need one client kit for each platform
3) To upgrade an existing client, you have to purchase a "right to upgrade
client" license. Again, there are two options:
i) one time upgrade license
ii) on-going support upgrade license
Note: you must (legally) purchase one license to upgrade for every client
which you upgrade.
As a final note, the license and client kit for NT is consistently much
cheaper than the same one for UNIX.
