It turns out that the easiest way for me to allow relaying
in and for my domain and still keep the great anti-spam
characteristics (no relaying) of sendmail 8.9.1 was to
make use of the file /etc/mail/relay-domains.
This method is mentioned near the top of the web page
http://www.sendmail.org/tips/relaying.html. I had seen this
web page before, but I did not realize that you could put
network addresses, as well as domains, in that file.
To summarize, I installed sendmail 8.9.1 using all the
defaults on my DU 3.2d-1 box, then created the text file
/etc/mail/relay-domains. The only two lines in the file are:
uah.edu
XXX.XXX
where "XXX.XXX" is the ip address of our campus network.
If this file exists when sendmail starts up, then anything
in it will be accepted for relaying.

Hello System Admins,
I've just built and installed sendmail 8.9.1 on an AlphaServer
2100 running Digital UNIX v 3.2D-1. It seems to run fine, and
as advertised, prevents (by default) all relaying.
Does anyone know how I can configure sendmail on this node to
allow relaying within my domain AND our domain's ip? That is,
I want it to allow relaying in these two ways:
(1) Mail originating within "uah.edu" (and corresponding ip)
should be relayed to anywhere.
(2) Mail originating outside this domain and addressed to
anywhere within this domain should be relayed.
I need to allow relaying based both on our domain and on our
domain's ip address, because not every node in our domain has
a DNS entry.
