SUMMARY: ftp slowdown

In our specific case, the problem was in discrepancy between the
TULIP speed setting at the hardware level, and the card itself.
ewa0_mode was set to Fast, whereas the card itself is only 10bT.

The OS did not comlain, and on boot up would select 100BT mode.
The problem surfaced when attempting to set device speed to 200
(see ifconfig), it failed with "device incapable of 100bT operations"
error.
