/etc/TIMEZONE ... What's it for?

Hi all,

I have a vendor onsite who is working on our Year 2000 version of an
application we run. In the past this vendor has had it's own timezone
calculation. When we have daylight savings (summer time) we need to manually
edit the file and restart the system.

With the new version they tell me they use the /etc/TIMEZONE file. I have
seen this file on my systems but it has no content anywhere.

My question is, does anybody know how to use this file, is it automatic at
summer time change over and stuff like that.
