Now I have some better info for you all. Firstly my thanks to the second
round of respondents:

I now know /etc/TIMEZONE is an historical System V feature. It appears it is
near retirement as it is only referenced in the /etc/profile file. It was
used to define the TZ variable to handle users in multiple timezones. It
appears the file will not change automatically (unless you follow the quite
convoluted instruction in the system administration guide). Also the file
needs to be changed manually if the daylight/summer time rules change.

Overall it seems like a bad idea to have a system/application using the
/etc/TIMEZONE file. I think I will be having words with the vendor to use
the DU timezone file which so many of you have explained how they work...

Thanks again for your help.
