Thanks to all for the quick responses. You do need to have the OSF-BASE
license installed that comes as a certificate/LICENSE PAK with the hardware
(which I did have in my file luckily) in addition to the CSLG Licenses. I
installed the OSF-BASE license and now am able to login via telnet.
