Summary:NSR license problem

Thanks to all who responded. Apparently the problem was conflicting
licenses. I had one DECNSR-PC-NSR license already loaded. In order to
add more clients I had added a temporary license from DEC.

After deleting the temporary license and running lmf reset I was able to
add the new client.
