bash, rbash and tcsh

Hi,

I'm trying to find a workable solution with a restricted shell, but what I find
is really too restricted and not very configurable.
rbash could be possible, but it wouldn't allow users to even move around their
own folders, and I'm wondering if it would still allow them to use ftp to upload
files to their accounts.
tcsh looks good also, but I couldn't find anything about restricted mode or
anything related to this...
I'd like to be able to control the list of allowed commands, like the sendmail
shell does, to configure exactly what the users should be allowed to run, and cd
should be included, to allow them to at least move around their own folders.
Am I missing something or is there any other solution?
