Can anyone identify what the cause of the following error
message is? Some of our users are seeing this when they
login, but there doesn't seem to be a description anywhere
of what causes it and what the solution is:

Last unsuccessful login for valuser: Thu Sep 17 15:20:52 1998 from thunder
Can't rewrite terminal control entry for ttywb
Wait for login exit ...
Any help appreciated.
