logdaemon login disallows root login on console

logdaemon-5.6, login with s/key support

logdaemon login replacement disallows root login on console. i assume
that by default login should allow root login on console.

even i create a file /etc/login.access containing the following:

+:ALL:console

root still cannot login on console. please advise if had similar
experience.
