Update: X sessions from PC

It seems I don't have a VNC x server on the unix side....
I was assuming that there was an X server since
the console is running X. What would I grep for to
see if an X server is running (I know it's not VNC)?

ORIGINAL POST

I wanted to try to setup an X session using my W95 PC.
Running 3.2c currently and VNC viewer for the Xterm on W95.

the way I was read to start the sessions would be

1. telnet from the W95 machine
2. setenv DISPLAY IPaddressofPC:0 (I also tried IP:0.0)
3. Startup the X display application on the PC

Currently our console uses X when used.

I'm currently using VNC veiwer as my X terminal on the PC.
When I point the viewer at the DEC, it tells me that

"failed to connect to server"

Are there any other files that need to be modified or is
there something different I need to do to establish the connection?

What I was thinking is that the console is restricted to being the only
connection allow for an X connection, how do I check this is true or
not true?
