I got a few quick replies, one of which i ended up going with.
Allan Rollow suggested that the TLZ09-LK was the model specifically
sold for the AS800 and if i didn't have that, it might explain why
the TLZ09-AA wasn't working.

suggested using network dump/restore to move the data, which is
what i eventually ended up doing. it took a while of course to
get all the requirements for making root level rsh work, but once
this does, i used
old_server# vdump -b 64 -F 64 -0f - /jbod/<partition> | rsh new_server /sbin/vrestore -D /jbod/<partition> -xf -
please note it takes a *significant* amount of time, before you see anything
happening, so don't give up if you don't see any activity for > 10 minutes.
unfortunately, i'm limited to a 10M network, using this old turbochannel
machine, so its taking quite a while.. oh well. that's one reason for
this migration, to make this server 100M capable..
