CTRL-X through terminal servers

Dialup modems are connected to a DEC terminal server. A user dials in,
gets the 'Local>' prompt and uses telnet to connect to a DU4.0D machine.
All seems ok except Ctrl-X doesn't work (dunno about other control
characters).

Looks like the terminal server (or modem?) is not passing the Ctrl-X
character, is there a workaround (eg some stty magic)?
