Question regarding NTP and use of NTP_TIME kernel option

I am writing to ask if someone can explain the use of the NTP_TIME
kernel option, and to ask if someone can explain what NTP encryption
is and why one would want to use it.

We have been experiencing some time sync problems and the suggestion
has been made that all system's kernels be re-built with NTP_TIME. I
cannot find a reference explaining this option and what it will provides.

Additionally, the suggestion has been advanced that for security
purposes we should use NTP encrypted time(?). I have not heard of this
and am wondering if this is a transparent option, or do applications
need to be rebuilt to use.

Please, I will be happy with a reference, my research has come to a
standstill. Thanks in advance for your help.
