rcmd: socket: Permission denied

I am trying to allow my linux box to access (without xhost +) my dec
unix alpha to run our gis application

I realy want to do this (from man xauth)
 xauth extract - $DISPLAY | rsh otherhost xauth merge -


but rsh isn't working from the alpha, this is the error I get

bash-2.02$ rsh mcfeast df
rcmd: socket: Permission denied
bash-2.02$

I have set up the linux box so that rsh works into it (/etc/hosts.equiv)
and this works from a different linux box, but not from the alpha
