Who all pointed the finger at cron.deny/cron.allow.
Indeed adding root to cron.allow fixed it but why after 3 1/2 years.??
Well it turns out that I (shame) caused this by adding a cron for news to
solve a previous problem discussed in the list for inn expire. this
required an entry for news in cron.allow which didnt exist so was created.
Apparently, if there is no cron.allow then root is permitted by default,
but IF it exists root must have an entry. Gotcha!
