Thanks to everyone who responded both to say that they had seen the
problem and to offer fixes. The workaround provided by Byorn Nilsson
worked best for me.
Kevin Oberman wrote that

I was not able to duplicate his success. Installing jumbo patch 2
(duv40das00002-19980717) did not keep netscape 4.5 from crashing when
I clicked a 'mailto link'. I would be interested in hearing from others
who find that installing jumbo patch 2 helps get rid of this problem.

Tom Blinn wrote to tell me about a different problem having to do with
saving files from netscape that has been seen with netscape 4.05. I haven't
seen this problem myself, but for those that have he suggests setting:
*nsMotifFSBCdeMode: True

Finally, Bjorn S. Nilsson, who I bet is a helluva adventure game player,
provided this workaround:
"This [netscape crashing with a segment violation error] happens every
time after I started Netscape 4.5, unless I open
Edit -> Preferences -> Mail & Newsgroups
and then just click OK. Then it works until I start Netscape next time."

The workaround provided by Bjorn leads me to believe that the error is
Netscape's and not Digital (sorry I should say Compaq now). As one person
wrote and said about netscape 4.5 "Gee, I would have thought this kind
of stuff would have been taken care of in Beta."
