Thanks to all who replied.

Tom Webster <webster_at_ssdpdc.lgb.cal.boeing.com> nailed it for me. I
had the dip switches set wrong on my modems. The DECserver was attempting
to send the hang command but the way I set the dip switches the modem
simply ignored it. Oddly enough there is no way to turn off the automatic
hang up from the ASM software. I didn't dig deep into the console
commands. It just seems to me that this should be an option.
