Preventing port from being enabled for logins

I have connected an APC Smart-UPS to the first serial port on our DEC
4000 Alpha running DU4.0D but I am not able to communicate with it.
I used the black cable as specified in the Docs but I believe my
problem is with preventing the serial port from logins. I am using
device /dev/tty00 and added a line to the /etc/inittab file

tty00:23:off:

I perform the test as advertised on the APC web site
./upsoff /dev/tty00 AAAAA

Which should make the UPS beep 5 times. it just outputs to the
screen:

Sending:
A
A
A
A
A

Am I correct in my inittab line I added? Or is there something I'm
missing?
