The answer is to set the console variable SERVER to ON, like this

Some people suggested a keyboard terminator (my terminology), which I
assume would work too, but it is obviously not `the right thing`.

On the somewhat broader question of booting the system with the console
attached to the first serial port, it is clear that the switch labelled S3
near the serial/printer port needs to be in the right position. I am not
sure what the relation is between the console variable CONSOLE and the S3
switch. I always had CONSOLE set to 2 (set console 2), although it wont
read back by the system, i.e. I cannot say `show console`.

For the archives.. On the models 3000/300(L(X)) there is a switch/strap on
the motherboard that has to be set or unset for this to work. Please
consult your manual.
