DIR command stopped working in FTP server

Dear astonishingly helpful Alpha OSF Managers,

A very strange problem with our FTP server recently appeared here. If you
connect to our FTP server (ftp.cs.rhbnc.ac.uk, feel free to try it) the LS
command works, but the DIR command does not. This impacts:
        Anonymous ftp connections
        Authenticated ftp logins
        Access to our web server using ftp type URLs

Regardless of directory the DIR command returns:

ftp> dir
200 PORT command successful.
150 Opening ASCII mode data connection for /bin/ls.
226 Transfer complete.

I tried replacing ~ftp/bin/ls with the current /sbin/ls but it made no
difference.

We are running DU 4.0B patchkit 7, and our FTP server is
wu-2.4.2-academ[BETA-13].

I had a go at compiling the latest WU ftp (still beta, alas), but hit some
problems (probably soluble, I'll have another look).

Does anyone have any idea as to what could cause this strange behaviour? I
can't find anything that has changed which could explain it. And the fact
that it happens with authenticated as well as anonymous ftp suggests it is
not something to do with the chrooted environment.
