Thanks to those that responded. Dr Blinn had a succint answer and
suggests the following. I tried it and it didn't work - others may have
more luck on newer systems.

It depends on the particular system model and video card. Some of the
drivers for some of the video cards support setting the console up as a
"TERM=pcterm"; if the software supports it, then you can use "vi" on it
or any similar software that uses standard ANSI escape sequences to move
the cursor on the screen.

As far as I know, there is no documentation that explicitly lists which
graphics card drivers support this; I believe most of the PCI graphics
cards that have on-board VGA chips that are used in terminal emulation
mode DO support it, but I would not want to promise you that that is the
case.

I am pretty sure that NONE of the older TURBOchannel systems (DEC 3000)
have this support; it got "invented" long after they came out, and they
are not in active development (in spite of the fact that a lot of folks
have them and depend on them).

So try it and see.
