root account disabled

hi!

holiday greetings to all!

we are running enhanced security C2 compliance to a DEC 2000 AXP
hardware using digital unix v4.0. Our problem now are:
        1. when logging on the console, it will give an error of: Terminal
                disabled
        2. when issuing SU command for root, it gives an error of Account
                disabled.

any help will greatly be appreaciated!
