Cant fork nnrpd: Operation Would Block

Greetings,

I've got an DEc Alpha 2100 running DU 3.2G with
INN-1.7.2/Insync-1.1d/CleanFeed-0.95.2 on it.

After running for 12-24 hours or so I start seeing:

Jan 8 11:50:43 jeeves innd: SERVER cant fork /usr/local/news/bin/nnrpd Operation would block
Jan 8 12:00:05 jeeves innd: SERVER cant fork /usr/local/news/bin/nnrpd Operation would block
Jan 8 12:33:49 jeeves innd: SERVER cant fork /usr/local/news/bin/nnrpd Operation would block
Jan 8 12:48:20 jeeves innd: SERVER cant fork /usr/local/news/bin/nnrpd Operation would block

in the syslog and people start complaining that they can't read news.

I've checked everything I know to check but cannot see why innd cannot
fork more processes. Is there some kind of resource leak on 1.7.2
that causes this behaviour?
