chmod 4755 not setting effective UID

Greetings,

When I chmod 4755 a shell script on my 4.0b system the
effective UID is not set (root,system)...
It doesn't seem to matter who executes the script root
run privs. are not set. Any ideas??

         This problem is making me look stupid!
