It seems that the F11 key on the vt220 doesn't generate an <ESC> character.
Rather, it generates the sequence <ESC>[123~ which screws everything up.
There are 2 ways around this:
1. Use the vt220 setup->keyboard to redefine F11 as <ESC>.
2. (Most popular) Get used to using ^[ (control [) instead of F11.
