Console variables, key board and mouse.

Hi

We're using DEC UNIX 3.2g on 255 DEC Alphas. Two things I'd like to know
if possible:

At the Operating System level is it possible to change or at least read
the variables set at the console prompt - variables like console,
auto_boot, ewb0_mode etc ?

Secondly, is it possible to determine at the Operating System level if
either the mouse or keyboard are unplugged ?
