Parallel fortran problem on 4.0D

I did a clean install of 4.0D, KAP for F90 version 320 and DEC FORTRAN 90
version 5.0 on an Alphaserver 4100. Now when I compile a model for threaded runs
(kf90 -fast -reentrency threaded -speculate all -tune=ev5 -g3 -fkapargs='-tune=
ev5 -conc' -c)
and link for threads (f90 -fast -call_shared -pthread -o ${OBJS}
/usr/opt/KF9BASE320/libkmp_osfp10.a) I get:

98 chinook% drive
DECthreads bugcheck (version V3.14-126), terminating execution.
Failure initializing the manager thread tcb (12)
IOT trap


Is anyone able to translate this. I can tell it couldn't start the "thread
manager", but what is the problem and how do I go about fixing it?
