LAT Printer/Terminal Server

For a while now (years) we've been printing to a LAT device connected
to a terminal server. Until today. Print jobs now just sit in the queue.

"lpstat" reports (after lprm)
Validate:
  printer is on device '/dev/lat/621' speed 9600
  queuing is enabled
  printing is enabled
  no entries
  Tue Feb 3 09:54:02 1998: waiting for Validate to become ready
(offline?)

and

"/usr/sbin/latcp -A -p 621 -H LAT_08002B2FAD91 -R PORT_3" returns (even
at reboot):

Port 621 is in use.

What gives, how can I bring it online & what must I do to be saved?

The terminal server predates everyone here. I've heard rumors of a
password to telnet into it, but no one knows what that might be.
The terminal server passes it's checks when it powers up.
