HELP ME!!! Cpu Time!

Hello!
(p.s. sorry for my bad english)
I'm an administrator of an AlphaServer 2100 with 4 Cpu/250, 640 Mb of Ram
and 32Gb of Disk space.
This server run under Digital Unix 3.2 (I will upgrade it soon) and is used
for Pop3/Mail and PPP access (20 ISDNs line with a digiboard),
by 3000+ users.
An our user runs on our server a scientific application that seems to use
all the cpu-power, in fact a "ps" reports this data:
USER PID %CPU %MEM VSZ RSS TTY S STARTED TIME COMMAND
xxxx 20869 99.0 4.5 38.0M 290 ?? R 16:07:56 22:48:57 pomgf.x
I'd like to give a good interpretation of this data, and my questions are:
1> May I think this task can keep normally only its assigned cpu time ??
(for example 30 users on-line it can keep 1/30 of cpu time?)
and the other time is keeped because ppp/mail/pop process uses the cpu for a
short time ?
2> May i think this task can keep 99% tim of ONE cpu and leave the other 3
cpu idle ??
3> Can i limit Cpu usage under Base Security ?
4> My opinion is that limiting cpu usage to that user, will release a waste
cpu time, but it will not be utilized by other users, leaving cpu idle for a
long time, so this solution will not grow the apparently speed of the
system. It is right ?
